David Hume
Chief Executive, Scottish Borders Council.

David Hume was born in Edinburgh, where he was educated at George Heriot's School. He graduated from St Andrews University with a BSc in 1976, when he moved to the University of Wales in Cardiff. He graduated with an MSc in Town and Regional Planning in 1978.

After working for the University of Wales, David joined Strathclyde Regional Council in 1980, where he worked in the Chief Executive's Department on a wide range of strategic policy issues. David left Strathclyde Regional Council to join Lothian Regional Council in 1986 where he was responsible for corporate management and resource planning and analysis.

In 1992 David graduated with an MBA from the University of Edinburgh.

In 1995, following the reorganisation of local government in Scotland, David joined the City of Edinburgh Council as Director of Strategic Policy, and in 1998 became Director of Corporate Services. His responsibilities in this role spanned a very broad range of corporate business and strategic functions including: management and support services; policy, analysis and business support; regeneration and social strategy; communications and marketing; city events, and the ‘Edinburgh's Hogmanay' festival.

In 2002 David joined Scottish Borders Council as Chief Executive.

David has a keen interest in all aspects of modern public services, and their role and contribution towards the creation of resilient, sustainable and healthy communities.

David's other active engagements include: the Scottish Institute for Excellence in Social Work Education, Board member; the Scottish Business Crime Centre, Board member; and Skills for Justice, Scotland Country Group member.

David's interests outside work are largely dominated by family activities, but he also plays tennis, rides motorcycles, listens to jazz, and follows the fortunes of the Heart of Midlothian Football Club and Heriot's Rugby Club.
